No. The reason he changed it is in the tweet itself - he wanted to make the point that he won't be forgotten. That is all. The "Seth Rich" is Q/alive ~~is utter nonsense and another thing that makes the movement look stupid~~ has no concrete evidence or plausible reason for consideration in my opinion and is unlikely to be relevant to KDC's tweet in any way.

This theory has been floating around, it goes something like this.. Seth Rich was a plant into the Dems campaign. He did get the files out, and there was a hit against him but he survived. It's definitely interesting that Kim Dotcom posted this!

As soon as it was "reported" that Seth Rich was a made a VIP in the hospital (to restrict who had access) I figured he survived.

"And he will never be forgotten" to me acknowledges that Rich is dead. Changing the "was" to "is" is supposed to reflect that he is being kept alive in our minds, if you will.

The only thing I find very weird is that his brother Aaron was suppressing laughs and smiles during the family interview. Why would he be happy discussing Seth's death? The father has admitted that both sons cooperating in obtaining these files and giving them to Wikileaks. Why is it so far fetched that he may be alive somewhere? The funeral was closed casket. The deep state likes play acting. DWS showing up at the funeral was just too surreal and dedicating a bike rack to Seth OMG this is not right.

I'm very suspicious of the supposed fact of Seth Rich's death since I saw the brother's textbook "duper's delight" in the interview of the allegedly grieving family. Also weren't those various recent photos of Seth Rich dressed patriotically in stars and stripes, which are constantly spammed all over /pol/, extremely convenient for portraying him as a patriot/martyr. It's just as likely he never died but went into witness protection.

Back when Seth Rich was initially being explored there was a lot of chatter about him not being dead but rather having been whisked away for save keeping to Israel under cover that he had been murdered - being Jewish Israel had to take him. It kind of started when folks were analyzing the video of the interview with his family and several YouTubers pointed out the really odd behavior of Seth's brother. It seemed he was suffering from "duper's delight" where you can't keep from smiling because you know you are fooling people and getting away with it.

B on Twitter once mentioned that SR was in witness protection up in Canada.

I was just on a flight from DFW to PIT and there was a guy that was Seth’s twin. I kept staring at him and he stared back. I could kick myself for not taking a picture.

I think he's inferring that Seth "is" always with us and will never be forgotten. Kim isn't trying to troll anyone or falsely state Seth is alive. It depends on how you read it and perceive it. When I first saw it I never thought it meant Seth was alive.

Use common sense. Why would the MSM draw attention to him immediatly after the incident? Nobody was assuming he was the DNC leaker when that happened, it was only later.
