Highly enriched uranium shipments 'secret'

Weapons-grade uranium is quietly being transported within Canada, and into the United States, in shipments the country's nuclear watchdog wants to keep cloaked in secrecy.

A confidential federal memo obtained through the Access to Information Act says at least one payload of spent, U.S.-origin highly enriched uranium fuel has already been moved stateside under a new Canada-U.S. deal.

The shipments stem from the highly publicized agreement signed last year by Prime Minister Stephen Harper and U.S. President Barack Obama, amid fears that nuclear-bomb-making material could fall into the hands of terrorists.

The Canadian stash gradually being shipped from Chalk River, Ont., contains hundreds of kilograms of highly enriched uranium — large enough to make several Hiroshima-sized nuclear bombs.

But even as the radioactive freight travels toward the U.S. border, the Canadian Nuclear Safety Commission has no plans to hold public hearings or disclose which communities lie along the delivery route.

The shipments themselves are protected by intense security protocol, which means specifics like routes, transportation method, quantities and schedules remain top secret.

The federal nuclear body, a co-regulator of the uranium transfers, says rules restrict it from disclosing such information to the public.

A ministerial memorandum, classified as "Secret," says the nuclear watchdog considers it unnecessary to hold public sessions that would allow citizens to ask questions and comment on the shipments.

'Intense' interest in similar case

That same memorandum, dated Feb. 25, 2011, points out that recent hearings for another nuclear-shipment case generated intense public and media interest. The controversy has stalled the project to ship 16 generators from a Bruce Power nuclear plant through the Great Lakes, up the St. Lawrence River and on to Europe.

"Given the public and media interest surrounding Bruce Power's plan … there may be an expectation that similar information be made public on the shipments of spent HEU (highly enriched uranium) fuel to the U.S., and that the CNSC (Canadian Nuclear Safety Commission) hold public hearings," said the document, addressed to then natural resources minister Christian Paradis.

The government added that there has never been a significant transport accident involving nuclear materials, anywhere in the world, and that such shipments occur regularly in Canada.

It said only authorized people or agencies, like police forces along the shipment route, are made aware of the details.

One nuclear expert said theft is the primary concern when shipping highly enriched uranium fuel — because there is virtually no danger of leaks or explosions.

"If I were the people doing the shipping and so on, I'd want to keep as low a profile as possible … you don't want to give terrorists or criminals any advantage," said Bill Garland, a professor emeritus from McMaster University in nuclear engineering.

Containers resistant to collisions

As for non-theft incidents, like possible road accidents, he described the containers carrying the substance as highly resistant to collisions, chemicals, fire and explosions.

Garland added that drivers share Canadian highways every day with trucks carrying loads of liquid chemicals, like gasoline and chlorine, that would pose a much bigger danger in a smash-up than nuclear waste.

While the risks are small, he said, that doesn't mean they don't exist. He warned that radiation could be released if someone deliberately opened a container, for instance.

Garland said moving uranium poses far more danger than shipping Bruce Power's old generators up the St. Lawrence.

Canada has been importing highly enriched bomb-grade uranium from the U.S. to make medical isotopes at Chalk River for the past two decades. While Canada has been pushing for all nations to move to low-enriched uranium, it maintains a large inventory of the substance at Chalk River.

The Canada-U.S. agreement is part of a broader international project by the Obama administration to consolidate highly enriched uranium at fewer, more secure sites around the world.

The U.S. government says it wants to convert the uranium into a form that cannot be used to build nuclear weapons.

House Republicans announced a probe into the circumstances surrounding the sale of a uranium mining company to Russia’s Atomic Energy Agency, Rosatom, that was approved by the Obama administration in 2010.

The deal had to be approved by the Committee on Foreign Investment in the United States, a committee that is composed of representatives from several US government agencies, including the State Department, which at the time was led by Secretary Hillary Clinton.

New questions have been raised by Republican lawmakers in light of reporting by The Hill that while the uranium deal was being reviewed and approved, the FBI was in the beginning stages of a racketeering and extortion investigation into a US subsidiary of Rosatom.

President Donald Trump seized on the new reporting, telling reporters on Wednesday that he feels the newly announced investigations into the sale are “Watergate, modern age.”

“I think the uranium sale to Russia, in the way it was done, so underhanded with tremendous amounts of money being passed, I actually think that is Watergate, modern age,” he said.

The Hill reporting raises questions about whether decision-makers on the uranium deal, including members of Congress, were informed of the racketeering investigation that was ongoing. Further, the Hill cites sources indicating that Russian nuclear officials routed millions of dollars to the US that were designed to benefit the Clinton Foundation at the same time the deal was approved. The Hill does not indicate there’s any evidence to show that Clinton was influenced by this.

The FBI criminal probe resulted in the sentencing of Vadim Mikerin, an executive at Tenex (a subsidiary of Rosatom), to a 48-month prison sentence for conspiracy to commit money laundering. Mikerin pleaded guilty for his role in a bribery scheme where Russian interests had compromised an American uranium trucking firm with bribes and kickbacks.

Court documents connected with the case reviewed do not reference donations to the Clinton Foundation, nor attempts by US or Russian interests to influence the Uranium One deal decision.

Since these allegations have resurfaced in the wake of recent reporting, Clinton and members of her staff have disputed accusations that anything improper occurred surrounding the approval of the Uranium One deal.

Clinton said in an interview with C-SPAN this week that any accusations that she was bribed to approve the deal were “baloney” and that they had been “debunked repeatedly.”

Launch probes! Congressional GOPers try desperately to take focus off Trump

Former Justice Department national security attorney Joshua Geltzer said “it’s not unusual for a CFIUS review to be handled by career civil servants” as opposed to the agency head, like Clinton, on the committee. Geltzer served during the Obama administration and advised the Justice Department’s leadership on CFIUS matters, but did not join the administration until 2013 after this deal was made.

“While ultimate approval for a particular department or agency’s position on a CFIUS matter may come from its political leadership, the bulk of the analysis that informs a recommendation for that position tends to be produced by the subject-matter experts,” Geltzer said.

The timing of the FBI probe is also a key question, as is when officials who approved the uranium deal knew about it. According to court records, the scheme first became known to federal investigators in 2009 when an American businessman was recruited to assist, and then alerted the FBI. That businessman became an informant for the FBI and participated in the bribery plan, with the FBI’s approval. But the FBI did not announce the indictment until it was unsealed in October 2014, four years after the Obama administration approved the uranium deal.

The timing is the key part of the investigation announced by House Intelligence Committee Chairman Devin Nunes Tuesday.

“One of the things that you know we’re concerned about is whether or not there was an FBI investigation,” Nunes said. “Was there a DOJ investigation? If so, why was Congress not informed of this matter?”

The FBI referred CNN to the court documents, and any additional inquiries to the Justice Department, which has not yet commented.

FBI investigations are typically not disclosed at the time they are ongoing, so it is possible that the government officials involved in approving the Uranium One deal were not aware of the criminal investigation at the time of the approval. CNN spoke with Ronald Hosko, assistant FBI director in charge of criminal cases at the time of the investigation, who said that he wasn’t aware of the ongoing probe, saying it was handled on the counterintelligence side of the bureau. Counterintelligence investigations are some of the most closely held in the FBI. Former Rep. Mike Rogers, R-Michigan, who chaired the House Intelligence Committee at the time of the probe, also told The Hill that he was never informed about the FBI probe either.

The informant who played a crucial role in the FBI investigation is now trying to speak out, but his attorney says he is barred by a non-disclosure agreement the FBI made him sign. A law enforcement source familiar with the process said it is common for cooperating witnesses to sign non-disclosure agreements when the investigation involves national security concerns, as it did in this case. However, these agreements are typically narrowly written, and do not typically prevent individuals from speaking to Congress about what they learned in the ordinary course of business while simultaneously working as an informant, the source said. However, the source says the agreement would prevent any disclosure of information that was gleaned while working closely with federal investigators as it pertained to the investigation itself.

The informant’s attorney tells CNN the informant has a lot of information about corruption that has not come out yet. In particular, the attorney maintains that while the FBI investigation was going on, FBI agents told the informant that President Barack Obama was being briefed on the probe, and that’s why the informant was so stunned when the Uranium One deal was approved in 2010. Obama’s representative declined to comment.

In addition to the probe announced by the House intelligence committee and the House oversight committee Tuesday afternoon, Senate Judiciary Committee Chairman Chuck Grassley has also written a letter calling on the Justice Department to lift the non-disclosure agreement preventing that informant from speaking to Congress. Grassley sent the letter to Attorney General Jeff Sessions on October 18. Grassley also sent a letter to the informant’s attorney requesting an interview with the informant.

Contrary to much belief, Uranium One does not have a license to export uranium to any country – let alone to Russia. The United states only produces 2.1 percent of the world’s supply of uranium. Worldwide production of yellowcake (concentrated uranium) in 2015 was 60,496 tons. The United States produced 1,256 tons, which is 11 percent of what we use with the rest imported from other countries. In 2015, Uranium One produced 71.1 tons of yellowcake. Yellowcake is not weapons grade uranium. It is normally used for fuel in electrical power plants. The sale of Uranium One, a Canadian company, had to be approved by nine United States agencies because it owned mines in the U.S. The State Department was represented by Under-Secretary of State Jose Fernandez. He stated Secretary Hillary Clinton had no involvement. The nine members could disagree on the sale, but only the President could reject it. The FBI investigated the sale several times; if there was any Clinton Foundation connection to the sale, it was not found

Rather than bring immediate charges in 2010, however, the Department of Justice (DOJ) continued investigating the matter for nearly four more years, essentially leaving the American public and Congress in the dark about Russian nuclear corruption on U.S. soil during a period when the Obama administration made two major decisions benefiting Putin’s commercial nuclear ambitions.

The first decision occurred in October 2010, when the State Department and government agencies on the Committee on Foreign Investment in the United States unanimously approved the partial sale of Canadian mining company Uranium One to the Russian nuclear giant Rosatom, giving Moscow control of more than 20 percent of America’s uranium supply.

When this sale was used by Trump on the campaign trail last year, Hillary Clinton’s spokesman said she was not involved in the committee review and noted the State Department official who handled it said she “never intervened … on any [Committee on Foreign Investment in the United States] matter.”

In 2011, the administration gave approval for Rosatom’s Tenex subsidiary to sell commercial uranium to U.S. nuclear power plants in a partnership with the United States Enrichment Corp. Before then, Tenex had been limited to selling U.S. nuclear power plants reprocessed uranium recovered from dismantled Soviet nuclear weapons under the 1990s Megatons to Megawatts peace program.

“The Russians were compromising American contractors in the nuclear industry with kickbacks and extortion threats, all of which raised legitimate national security concerns. And none of that evidence got aired before the Obama administration made those decisions,” a person who worked on the case told The Hill, speaking on condition of anonymity for fear of retribution by U.S. or Russian officials.

The Obama administration’s decision to approve Rosatom’s purchase of Uranium One has been a source of political controversy since 2015.

That’s when conservative author Peter Schweitzer and The New York Times documented how Bill Clinton collected hundreds of thousands of dollars in Russian speaking fees and his charitable foundation collected millions in donations from parties interested in the deal while Hillary Clinton presided on the Committee on Foreign Investment in the United States.

The Obama administration and the Clintons defended their actions at the time, insisting there was no evidence that any Russians or donors engaged in wrongdoing and there was no national security reason for any member of the committee to oppose the Uranium One deal.

But FBI, Energy Department and court documents reviewed by The Hill show the FBI in fact had gathered substantial evidence well before the committee’s decision that Vadim Mikerin — the main Russian overseeing Putin’s nuclear expansion inside the United States — was engaged in wrongdoing starting in 2009.

Then-Attorney General Eric Holder was among the Obama administration officials joining Hillary Clinton on the Committee on Foreign Investment in the United States at the time the Uranium One deal was approved. Multiple current and former government officials told The Hill they did not know whether the FBI or DOJ ever alerted committee members to the criminal activity they uncovered.

Spokesmen for Holder and Clinton did not return calls seeking comment. The Justice Department also didn’t comment.

Mikerin was a director of Rosatom’s Tenex in Moscow since the early 2000s, where he oversaw Rosatom’s nuclear collaboration with the United States under the Megatons to Megwatts program and its commercial uranium sales to other countries. In 2010, Mikerin was dispatched to the U.S. on a work visa approved by the Obama administration to open Rosatom’s new American arm called Tenam.

The executive officer of the destroyer Winston Churchill was relieved Friday due to a “loss of confidence” in his ability to lead and failure to follow a “lawful order,” according to Naval Surface Force Atlantic.

Multiple media reports claim that Cmdr. Lucian Kins was relieved for failing to receive the mandatory COVID-19 vaccine and comply with COVID-19 testing. According to the Associated Press, Kins is the first officer in the Navy ousted for failing to comply with that policy.

Lt. Cmdr. Jason Fischer, a spokesman for Naval Surface Force Atlantic, said he could not speak to Kins’ vaccination and testing status due to privacy concerns. Likewise, when asked if Kins had applied for a religious exemption, Fischer said that “we don’t comment on administrative actions taken by service members.”

“On December 10, 2021, Commander, Naval Surface Squadron 14, Capt. Ken Anderson, relieved Cmdr. Lucian Kins as executive officer of USS Winston S. Churchill (DDG 81) due to loss of confidence in Kins’ ability to perform his duties,” Fischer said in a statement.

“Lt. Cmdr. Han Yi, the ship’s plans and tactics officer, is temporarily assigned as executive officer until a permanent relief is identified,” Fischer said. “Kins will be reassigned to the staff of Naval Surface Squadron 14.”

Navy unveils new enlisted career policy designed to encourage sailors to remain at sea

Some enlisted sailors could earn up to $800 extra each month by volunteering to extend their sea duty tour, part of a new enlisted career management policy the Navy is ushering in early next year.

Sailors in sea-intensive ratings at E-4 and below who wrap up a four-year apprentice sea tour are eligible for several benefits if they sign on to another three-year journeyman sea tour as an E-5, according to a naval administrative message released Thursday.

“At that four-year mark at sea, the sailor is just developing a critical skill set for us,” Fleet Master Chief Wes Koshoffer told reporters Dec. 7. “We value that, we want that experience to remain at sea, and we’re willing to offer some real incentives to keep it there. Additionally, the sailors are incentivized to do this, because a lot of career milestones in our sea intensive ratings occur at sea or while deployed.”

The Detailing Marketplace Assignment Policy is set to replace Sea Shore Flow, which was last updated in 2019. Under that policy, sea tours were a maximum of five years and sailors had the option to extend.

But the Navy has found that Sea Shore Flow has led to gaps in sea-intensive ratings, which is “amplifying the already arduous nature of sea duty,” the NAVADMIN said. The ramifications of those gaps include difficulties in implementing circadian rhythm watch bills, degraded materiel readiness and limited training times.

The new policy aims to fix this problem by “eliminating the maximum sea duty tour length constraint and redistributing sailors,” the NAVADMIN said “By rolling them to shore at five years, per our policy, we’re creating policy-induced gaps at sea, and basically rolling experience ashore before we would really like to, in recognition of the fact that more than five years on sea is a commitment … it’s a change in the way that we manage the fleet,” Rear Adm. James Waters III, director of military personnel, plans and policy, told reporters.

“We sought a policy solution to encourage sailors to stay at sea and fill those critical, critical gaps in a way that reflects our commitment to them and respects the decision to stay at sea,” Waters said.

The monetary incentives range from $200 a month to $800 a month as part of Detailing Marketplace incentive pay — averaging out to approximately $500 each month, Waters said. The exact amount is contingent upon the location and type of sea duty, and can be modified depending on the popularity of the duty station or other factors.

That incentive pay is separate from the $21,300 sailors assigned to ships company earn over the course of their three-year E-5 journeyman tour as part of career sea pay and and sea pay premium, the NAVADMIN notes.

But the financial incentives aren’t the only perk for sailors, Koshoffer said, citing the geographic stability and advancement opportunities for sailors. For example, some sailors could advance to E-5 sooner by completing another sea tour, rather than remaining an E-4 on a shore tour.

Additionally, sailors may stay at the same command or move to a different command “to best maximize value to sailors and the fleet,” the NAVADMIN said.

“The money is nice. The advancement is very nice,” Koshoffer said. “And perhaps the stability is also much desired.”

Phase one of DMAP is slated to kick off in March 2022, and is expected to last from nine months to a year — perhaps even longer, according to Waters. The Navy has not established a set number of phases for unveiling DMAP, and will adjust based on the response from the fleet.

“As we work this and observe and get feedback from the sailors and their commands, we’ll make determinations about how many steps we’ll take to get to full implementation across the fleet,” Waters said.

The first phase of DMAP will be available to the following ratings: aviation boatswain’s mate (fuel); aviation boatswain’s mate (aircraft handling); gas turbine system technicians (mechanical), and culinary specialist.

Although DMAP will be the official policy, sailors in other ratings will continue to follow the previous guidance outlined in Sea Shore Flow until the new policy takes effect fleetwide.

Specific numbers will vary by rating, but the Navy said that there will be approximately 250 sailors in each rating who take on that additional three-year sea tour.

Joe Biden joined Democrat activist Jimmy Fallon on Thursday night for a rare media interview.

Joe brought a set of note cards to help him out so he wouldn’t get lost.

During the staged discussion Bide commented on the Trump Republicans. Democrats hate that the majority of Republicans have turned against Mitch McConnell, Paul Ryan and crazy Liz Cheney. The GOP was so much more manageable before Trump.

Biden is currently watching over the collapse of the Trump economy with record inflation rates. This follows Joe Biden’s horrific surrender in Afghanistan and arming of the Taliban. Up to 14,000 Americans were left behind and thousands are still stranded in the country with no support coming from the Biden regime.

Joe Biden: The truth is that before COVID hit, the Trump arm of the Republican party that seems to be the Republican party now did not even show up at the Kennedy Center… Bob Dole. We’re friends. We disagreed but we were friends. We used to have an awful lot of that relationship. And it still exists except that Republicans, the Q-Anon and the extreme elements of the Republican Party, what Donald Trump sort of keeps feeding the, uh, you know the Big Lie. It makes it awful hard. There’s an awful lot of Republicans in Congress who would agree with that.

MSNBC Primetime Hosts Completely Ignore Conviction Of Jussie Smollett In Hate Crime Hoax

When actor Jussie Smollett first claimed he was attacked by two white men wearing MAGA hats, liberals in media couldn’t get enough of the story.

Even though most people suspected it was a lie, the folks at MSNBC bought it hook, line and sinker.

This week, a jury convicted Smollett finding him guilty on five out of six counts. It was all a hoax, and now no one at MSNBC wants to talk about it anymore. Isn’t that strange?

Jussie Smollett verdict: MSNBC primetime hosts completely avoid disgraced actor’s conviction

History appears to be repeating itself on MSNBC as its primetime stars, again, buried the hate crime hoax that has now resulted in the conviction of disgraced “Empire” star Jussie Smollett.

Smollett was found guilty on five of the six charges against him stemming from 2019 allegations that he was the victim of a racist and homophobic hate crime, which was later revealed he orchestrated.

However, after the breaking news was mentioned on “The Beat with Ari Melber,” Smollett’s conviction was completely ignored by “ReidOut” host Joy Reid, “All In” host Chris Hayes, “The Rachel Maddow Show” host Rachel Maddow,” “The Last Word” host Lawrence O’Donnell as well as “11th Hour” anchor Brian Williams. Their coverage was largely dominated by an appeals court’s decision to reject former President Trump’s request to shield presidential records from the Jan. 6 committee.

In fact, MSNBC’s most-watched programs have never covered the hoax since Smollett made his initial claims and as his false narrative unraveled, according to Grabien transcripts.
