Ukraine could get NATO protection without membership – Italian PM

Giorgia Meloni has rejected peacekeeper deployment, calling for a “more durable” solution

Italian Prime Minister Giorgia Meloni has suggested that Ukraine should receive NATO-level security guarantees without officially joining the US-led military bloc. Speaking on Thursday, she dismissed the idea of deploying European peacekeeping troops, arguing for a “more durable” solution.

Meloni’s remarks come as Washington seeks a swift resolution to the ongoing military conflict between Russia and Ukraine.

Last month, US Secretary of Defense Pete Hegseth ruled out NATO membership for Ukraine, describing the country’s aspirations as “unrealistic.” He emphasized thatany security guarantees should be supported by both European and non-European forces.

“Extending the same coverage that NATO countries have to Ukraine would certainly be a much more effective solution than entering NATO,” Meloni told reporters on the sidelines of an EU leaders’ summit in Brussels. She clarified that the approach would differ from full NATO membership but could still offer significant security assurances.

Meloni was apparently referring to extending NATO’s Article 5 protections to Ukraine without requiring formal accession to the bloc. Article 5 stipulates that an attack on one member is considered an attack on all.

Russia has long opposed NATO’s eastward expansion. Moscow has repeatedly stated that the bloc’s enlargement since the 1990s, including promises of eventual membership for Ukraine, contributed to the escalation of the conflict in 2022.

There have also been concerns among NATO’s European members about Washington’s future commitment. US President Donald Trump has insisted the bloc’s member states spend more of their GDP on collective defense.NBC reported earlier this week that the administration is considering adjusting the country’s engagement in NATO, potentially favoring members that meet defense spending targets.

US pulls out of South Africa energy deal

Pretoria says it is looking for alternative funding for projects that would have been carried out with Washington’s support

The electrification of South Africa’s informal settlements through a United States Agency for International Development (USAID)-driven Power Africa’s five-year electrification initiative with 24 municipalities - part of an ambitious government plan for universal energy access by 2030 - is among the first projects to be shelved.

This follows the US formally announcing it is cutting its Just Energy Transition (JET) partnerships with South Africa, a decision confirmed to the Presidency last week.

The US has decided to withdraw from the Just Energy Transition Partnership (JETP), a coalition of 10 donor nations working to assist developing countries in transitioning from coal to cleaner energy sources, according to several sources involved in the partnership cited by Reuters.

The JETP was first introduced during the United Nations (UN) climate talks in Glasgow, Scotland, in 2021, with South Africa, Indonesia, Vietnam, and Senegal named as the first recipients of loans, financial guarantees, and grants to support their shift away from coal.

In a statement yesterday, the Just Energy Transition Project Management Unit (JET-PMU) in the Presidency confirmed the US’s exit from the JETP with South Africa and its departure from the International Partners Group (IPG).

The US’s 2021 pledges to South Africa’s JET Investment Plan (JET IP) comprised $56 million (R1 billion) in grant funds and $1bn in potential commercial investments by the US International Development Finance Corporation (DFC). No concessional loans were offered by the US to South Africa for the JET IP.

Joanne Yawitch, head of the JET-PMU in the Presidency, said: “The withdrawal of the US from the JETP reduces the current overall international JET pledges to South Africa from $13.8 billion to $12.8 billion, largely in respect of commercial investment potential.”

She added that the JET-PMU is actively engaging with other grant-making organisations to source alternative funding for JET projects previously designated for support from the US grant funding.

Additional sources confirmed the US had withdrawn from the JETP in Indonesia and South Africa, while two foreign officials in Vietnam, according to Reuters, verified the US was pulling out of the JETP there too. One official indicated the US was exiting all JETP programmes, including those in Indonesia.

The decision will now likely mothball the investment commitments made by the DFC.

The Power Africa programme, part of USAID’s Impact on Electrifying South Africa’s Informal Settlements, has already been initiated in the Kouga Local Municipality in the Eastern Cape. According to the JET-PMU, it has so far connected more than 700 informal dwellings to the grid and increased capacity availability for newly constructed low-income houses.

This programme, in partnership with Denmark, the European Union, France, Germany, the Netherlands, and the UK, aims to support the South African government in meeting its decarbonisation commitments while delivering just outcomes for those affected by the energy transition. The US’s commitment in support of JET has also funded activities in the Electricity, Mpumalanga Just Transition, Skills, and Municipalities portfolios of South Africa’s JET Implementation Plan.

Analysts said the withdrawal of the funding, which had been earmarked for various projects including green hydrogen, electricity infrastructure, and skills development, may also impact the overall momentum of South Africa’s energy transition. The JETP was seen as a key catalyst for driving investment and innovation in the renewable energy sector.

Despite the US’s withdrawal, Yawitch said, “South Africa remains steadfast in its commitment to achieving a just and equitable energy transition. All other IPG partners remain firmly committed to supporting South Africa’s JET IP.”

A source, who declined to be named, added that there is still significant finance available and the IPG remains fully committed to the partnership.

”The US’s withdrawal may have broader implications for the global effort to address climate change, as the JETP was seen as a model for supporting developing countries in their transition to cleaner energy,” the source said.

Hampton Dellinger is still playing games with the appeals court after he backed down and ended his legal battle with President Trump.

On Thursday Hampton Dellinger finally ended his legal battle against President Trump.

President Trump fired Hampton Dellinger, the Special Counsel for the Office of Special Counsel last month, however, the Biden holdover continued to fight Trump in court and was successful because the case was assigned to a corrupt Obama judge.

However, the DC Circuit Court of Appeals on Wednesday evening allowed President Trump’s firing of Hampton Dellinger to proceed.

The appeals court granted a motion to stay Judge Amy Berman Jackson’s order reinstating the Biden holdover.

Following the ruling from the DC Circuit Court, Hampton Dellinger said he is ending his legal fight with Trump.

“I’m ending my legal battle so my time as Special Counsel and head of the U.S. Office of Special Counsel (OSC) is now over,” Hampton Dellinger wrote in a statement.

Dellinger blasted the appeals court after judges Henderson (George W. Bush appointee), Millett (Obama appointee), and Walker (Trump appointee) ruled against him.

“I think the circuit judges erred badly because their willingness to sign off on my ouster — even if presented as possibly temporary — immediately erases the independence Congress provided for my position, a vital protection that has been accepted as lawful for nearly fifty years. Until now. And given the circuit court’s adverse ruling, I think my odds of ultimately prevailing before the Supreme Court are long. Meanwhile, the harm to the agency and those who rely on it caused by a Special Counsel who is not independent could be immediate, grievous, and, I fear, uncorrectable,” Dellinger wrote on Thursday.

Later Thursday Hampton Dellinger proceeded to file a letter with the appeals court saying since he ended his legal battle, the appeal is moot.

The government hit back at Dellinger later Thursday and said the appeal is still live.

Dellinger is trying to stop the appeals court from issuing a ruling but the DOJ is not having it.

“Plaintiff’s assertion that he is “negotiating with the government regarding the proper next steps to bring this litigation to an end” is also curious. Plaintiff has not proposed any stipulation under Fed. R. Civ. P. 41(a)(1) or sought our consent to a motion under Fed. R. Civ. P. 41(a)(2). Plaintiff has communicated that he would “take no position on a motion to vacate the underlying judgment.” But that only confirms that this appeal is not moot,” the DOJ wrote.

“Again, the appeal will become moot only if and when the permanent injunction from which it arises is dissolved and plaintiff’s complaint is dismissed with prejudice – a result that plaintiff so far has made no effort to effectuate,” the DOJ said.

The DOJ accused Hampton Dellinger of attempting to “prevent the issuance” of an opinion from the appeals court.
