Fed Chair Warsh Moves to Remedy Serious Oversight Failures Found in Construction Report

Federal Reserve Chairman Kevin Warsh has appointed the General Services Administration to oversee completion of the central bank’s headquarters renovation,ordering an independent cost audit after an inspector general’s investigation documented extensive failures in managementand senior oversight.

The watchdog found that the Fed repeatedly departed from contractual cost controls, allowed major spending decisions to proceed without requiring escalation to senior leadership, and reported the project as on track against budget and schedule targets that were repeatedly revised.

Warsh’s response establishes new executive responsibility for the project and directs reviews of spending and contractor performance, including potential recovery of payments for services not delivered.

“Effective immediately, GSA will serve as the Project Executive, reporting to the Board of Governors and to me as its Chairman,” Warsh wrote in a September 29 letter accompanying the report released Wednesday.

The inspector general found no reasonable grounds to believe federal criminal law had been violated and no violations of Board policy warranting an administrative misconduct finding. Its findings nevertheless document substantial shortcomings in the oversight framework operating during former Chairman Jerome Powell’s tenure.

About $2 billion of the$2.1 billion in construction workawarded through December 2025, or 95 percent,fell outside the project’s rulesfor escalation and senior stakeholder input, even as costs rose more than $1 billion above the initial budget.

Senior oversight officials relied heavily on the project team’s expertise. Multiple officials told investigators they did not want to micromanage or second-guess its decisions. The watchdog found that many had limited familiarity with important developments and material decisions.

The project had several oversight groups, but none of three principal internal bodies was explicitly responsible for monitoring whether it remained within a set budget and on schedule.

Nearly all the most consequential cost decisions fell outside the narrow categories requiring escalation. These included proceeding with mechanical, electrical, and plumbing contracts hundreds of millions of dollars above estimates and approving packages without at least three bids.

The watchdog also found that 36 of 40 budget or schedule assessments described the project as on track. Budget and schedule reference points were revised 13 times, limiting their usefulness in measuring performance.

Rather than establish a cost ceiling and manage spending against it, the Fed increased the budget as costs escalated, the report found.

Warsh directed the Fed to promptly complete negotiations for a Guaranteed Maximum Price. After four years of construction and more than $2 billion in awarded costs, that protection remained unfinished.

“Even at this stage, such controls are advisable in our effort to make wise use of public funds,” he wrote.

The Fed will engage an independent auditor to examine the accuracy and compliance of awarded costs. Staff working with GSA will establish fixed budget and schedule metrics.

The investigation also challenged the extent to which inflation explained the increases. Two mechanical, electrical and plumbing packages rose from an estimated $178 million in March 2022 to $539 million when awarded in 2023. Construction inflation over that period was about 16 percent.

The watchdog found that several management problems resembled deficiencies identified in earlier reviews of the Fed’s Martin Building renovation.

Warsh said the Fed and GSA would review contracts and determine the value of services not received.

The corrective program follows Powell’s earlier assurance that the Fed had taken great care to ensure the project was carefully overseen.The inspector general’s findings contradict that assurance, documenting a system in which major spending decisions escaped required senior review and oversight bodies lacked clear responsibility for controlling costs.

The renovation became a political flashpoint in June 2025, when Senate Banking Committee Chairman Tim Scott questioned Powell about its costs and design features. The Trump administration subsequently intensified its scrutiny, with Office of Management and Budget Director Russell Vought challenging Powell’s management of the project. Trump toured the construction site with Powell the following month and repeatedly criticized the spending as he also pressed the Fed to lower interest rates.

The dispute escalated in January 2026, when Powell disclosed that federal prosecutors had served the Fed with grand jury subpoenas concerning the renovation and his congressional testimony. Powell described the investigation as an attempt to pressure the central bank over monetary policy. A judge later blocked the subpoenas, and prosecutors suspended the investigation in April pending the inspector general’s review.

Following the report’s release Wednesday, Trump renewed his criticism, blaming Powell for the overruns and demanding his resignation from the Board.

Court Documents: Kristi Noem Filed for Divorce Following Husband Bryon’s Reported Cross-Dressing

Former Department of Homeland Security (DHS) secretary Kristi Noem has filed for divorce from her husband Bryon Noem following months of speculation about the couple’s marriage.

Noem, also the former governor of South Dakota, filed the legal paperwork in Hamlin County, South Dakota on April 6, but the divorce papers were not revealed on the court’s online server until Monday.

Documents state the basis for the divorce as “irreconcilable differences,” the Hill reported Tuesday.

The couple has been married since May 23, 1992, according to the documents.

When contacted by a Sioux Falls news station Tuesday, Bryon Noem said, “I can’t comment right now.”

Attempts by outlets to reach Kristi Noem, who now serves as Special Envoy for The Shield of the Americas, were unsuccessful.

The divorce paperwork was filed shortly after March 31 when the Daily Mail revealed “busty bimbo” photos of Byron Noem cross-dressing in online chats with fetish models.

Kristi Noem’s representative at the time told news outlets the revelation “blindsided the family” and “devastated” the former governor.

Only weeks earlier her husband had attended portions of a House Judiciary Committee hearing in which Kristi Noem testified, the Hill reported.

Some of the questions in that hearing were about Corey Lewandowski, President Trump’s former campaign manager, regarding his role with DHS. The hearing reignited speculation about Noem and Lewandowski, the subject of a report in 2021 by a conservative news website that accused the two of having an affair.

In 2021, then-governor Noem blasted the report, saying, “These rumors are total garbage and a disgusting lie.”

“These old, tired attacks on conservative women are based on a falsehood that we can’t achieve anything without a man’s help,” she posted in a statement at the time. “I love Bryon. I’m proud of the God-fearing family we’ve raised together. Now I’m getting back to work.”

Kristi Noem served as South Dakota’s governor from Jan. 5, 2019, until Jan. 25, 2025, when she left to take the job as President Donald Trump’s DHS Secretary.

Often presenting herself in controversial, highly-publicized Immigration and Customs Enforcement crackdowns led to her critics nicknaming her “ICE Barbie.”

Her high-profile image afforded Democratic leaders more fodder in their opposition to the president’s removal of criminal illegal aliens that had flooded into the country during the Biden administration.

In early March, the president removed Noem from the job, posting on Truth Social she “has served us well” and has had “numerous and spectacular results” especially on the border.

The night this actress (long time A lister) and her hubby (probably permanent A- lister just because of his television and movie history and name) got together with this other actor (permanent A- list mostly movie actor) was the epitome of tragic. Too much booze, too much drugs, too much bottled-up hostility. She was drunk and angry. She mocked him and threatened to cuckold him, including about something she caught him doing years before which caused their split. That alone would've destroyed his career and life.

The fight was epic. The guest really did leave for bed, though he heard it all happen. As did the worker on board. The hubby was so drunk and angry, he really didn't remember it all. But according to his memories, and those of the long-silent guest, this is what happened:

Just the two of them, yelling and shoving. She retreated indoors, he went after her. When she got back outside, she demanded to be taken home - already had her coat on. She said she would call her lawyer and he can stay behind. Since the house and money were hers, she'd get the kids too. She had it with him, his cheating, and his drinking and pouting. He wasn't going to let her go at all. He actually reached to grab her when she pulled away, slipped and fell.

He could've saved her right there.

That would've been easy and could've just been a spat. But he mocked her. She screamed, yelled, begged for help. He taunted her. The guest came to see what was happening and tried to help. The hubby told him she was just playing hysterics for attention - she could save herself he said. He escorted the guest back inside forcibly. She continued out there, cold, screaming - for several minutes. The worker had been yelling to her he'd help her. He banged on the hubby's door. He was told to go to bed and mind his damn business.

The three men argued. Then they realized - she wasn't screaming anymore. Hubby panicked, and they all went out to try and find her. She'd given up and was already gone. They said it happened so fast. Maybe in drunk time, but in reality? It was over 20 minutes. These three drunk men, very drunk and high. Nothing they did worked. The guest demanded to call for help or be taken home. The hubby threatened him, said he was part of it too. The hubby sat outside for hours, drinking heavily, crying. The scared, weak and stoned worker finally took him inside when he passed out.

When they awoke, they knew how deep of shit they were in. They tried to get their story straight. If one went down - they all would. The first call they placed was to wake up a legendary Hollywood attorney/fixer. He in turn called (permanent A+ list singer) who really was a friend to the actress. The hubby confessed all to him. It was the booze, the anger - he never thought she was in that much danger. He pleaded for mercy. That legendary singer/actor was angry, but he understood how it could happen.

The cover-up began instantly. There were tons of leaks in their story. But anytime a discrepancy popped up? The powers that be were reminded they were elected officials and stop digging because it won't bring her back. You have no idea how powerful (the A+ list singer) and his legal and illegal pals were in those days. They even had the White House, not to mention City Hall. No local yokels were gonna make waves. Besides, the hubby was so destroyed.

And he really was. He tried suicide many times. He confessed to her daughters, which nearly destroyed one of them. But they too realized that all this time later would not bring her back. But people knew the truth. They spoke. On the record. Even with varying degrees of murder or manslaughter, it's the cover up that'll get you. So no matter the final outcome of the case, even all this time, he doesn't have long to live naturally.

But that cover up? A lot of them are still around. That one long-silent guest? Not so silent. He too is up in age and cleared his conscience. Thing is - he did it in 1985. Yep. It's been on record since then. Way past time for this to come out. It's tragic for those young ladies now, but…Truth. Will. Out. Always.

IG Michael Horowitz and ENTIRE FED Should be Fired, Arrested and Immediately Prosecuted

Most people will not read the Inspector General Report in full [SEE PDF HERE]. But if you did, you might come to the same conclusion as myself.The entire FED and IG Michael Horowitz should be fired, arrested and prosecuted for corruption at a level that is simply jaw dropping.

The issue is really simple if you cut through the fog of the report. The FED Board awarded a no-bid contract to the contractor, without an agreement on the building renovation project and the construction costs associated with it until President Donald Trump began drawing attention to it. This is gross corruption at a massive scale.

To use the terminology of the report, start with this aspect:

…”the Board selected a different project delivery method, construction manager at risk (CMAR), for the Eccles-1951 renovation project. A well-managed CMAR contract allows a building owner—in this case, the Board—to transfer certain construction risks, including those related to cost and schedule performance, to its construction manager (also known as a construction manager as constructor, or CMc). To effect this risk transfer, a CMAR contract provides for the owner and CMc to agree on a guaranteed maximum price (GMP) for the project, usually around the time construction begins or building design is substantially complete. Once the GMP is set, the owner has greater cost certainty and the CMc is incentivized to carefully manage costs. If costs exceed the GMP, the CMc absorbs them with limited exceptions, such as when the GMP may be increased to account for change events like owner directed changes or other adjustments like unforeseen site conditions“… {Source pg, 5}

So, the FED board established, at least with themselves, that they would have an agreement on cost for the project. However, if you go to page 60 of the report you find this:

…” in connection with a multibillion-dollar contract, the Board did not ask its CMc for a construction cost estimate or a GMP until December 2025—about 3.5 years after construction began and after the Board had already awarded more than $2 billion. Specifically, the Board did not take advantage of several key opportunities to request a cost estimate from the CMc”…. (Source pg, 60}

It wasn’t until President Trump drew attention to the FED having spent over $2 billion, that FED Chair Jerome Powell, and the FED board requested the construction manager and construction company to provide a cost estimate. This is unreal, especially considering that IG Michael Horowitz finds no unlawful decision-making in the overall fiasco.

President Trump went to visit the construction site at the central bank in July 2025, when both Trump and Powell donned hardhats to inspect the work.FIVE MONTHS LATER, the FED Board finally asked for a construction cost estimate!

The FEDERAL RESERVE BOARD just gave the construction company an open-ended blank check to spend as much as they wanted of TAXPAYER MONEY, with no limits and no expectations of cost. This, according to IG Horowitz is a little concerning, but entirely not a legal problem.

The IG’s Report states that there were “deficiencies in the management of the renovation project.” The Building is over budget, at a Record Setting rate and, at a minimum, “Too Late” Powell should be forced to resign from the Board. He can’t manage a Building, and he certainly shouldn’t be allowed to manage his High Interest Rate Policy (only on “TRUMP!”).

I have asked Attorney General Todd Blanche to study the report, and make a determination as to what to do about a relatively small Building Complex that is Hundreds of Millions of Dollars over budget, and is now going to cost, according to the Report, at least 2.5 Billion Dollars, with no end in sight.

The Report states, “We were concerned to find that the Board did not obtain a project cost estimate from the [construction manager] until January 2026, which was 3.5 years after construction began and after the Board had awarded more than $2 billion in construction costs. As of July 2026, more than 4 years after construction began and $2 billion has been awarded for construction, the Board had yet to set a [guaranteed maximum price]” — An absolutely unheard of situation! — “The Board therefore still does not have cost certainty and has not transferred material risk to the [construction manager].”

In actuality, I think that the 2.5 Billion Dollars will be 3.5 Billion Dollars, and maybe 4 Billion Dollars by the time they’re finished, and may never get properly built. Soundproofing, and all other elements of the Building, will be inferior to what was previously there.
