New legislation to increase technological cooperation between Israel, US

The legislation would enhance collaboration on the research and development of technology used for national defense.

WASHINGTON – New bipartisan legislation aims to increase collaboration between Israel and the US in developing defense technology. US Senators Gary Peters (D-MI) and Tom Cotton (R-AR) introduced the United States-Israel Military Capability Act of 2020 last week.

Peters and Cotton are both members of the Senate Armed Services Committee. Their legislation would enhance collaboration on the research and development of technology used for national defense.

The legislation requires the secretary of defense “to establish a working group that includes representatives from the United States Department of Defense, Department of State, intelligence community and their appropriate counterparts as selected by the Israeli government,” they said in a statement.

“The working group will evaluate shared security concerns and help forge combined plans to research, develop, procure and field military capabilities to address these threats,” the statement reads. “The working group may also seek input from American or Israeli defense manufacturers on how to integrate needed technology from the private sector.”

In February, the two senators sent a letter to Secretary of Defense Mark Esper, urging him to establish such a partnership.

“US defense cooperation with Israel is certainly already deep and broad,” they wrote. “However, despite laudable ongoing efforts, dangerous US military capability gaps continue to emerge that more systematic and institutionalized US-Israel early cooperative research and development could have prevented.”

Israel is the ideal partner for such an arrangement, they said, adding: “Israel represents America’s closest and most reliable ally in the Middle East. Israel also exhibits an innovation agility and sense of urgency that can help catalyze US defense programs. Not only does Israel possess one of the world’s most effective militaries, it is also a technology superpower.”

The Coronavirus Is Deadliest Where Democrats Live

Beyond perception and ideology, there are starkly different realities for red and blue America right now.

The staggering American death toll from the coronavirus, now approaching 100,000, has touched every part of the country, but the losses have been especially acute along its coasts, in its major cities, across the industrial Midwest, and in New York City.

The devastation, in other words, has been disproportionately felt in blue America, which helps explain why people on opposing sides of a partisan divide that has intensified in the past two decades are thinking about the virus differently. It is not just that Democrats and Republicans disagree on how to reopen businesses, schools and the country as a whole. Beyond perception, beyond ideology, there are starkly different realities for red and blue America right now.

Democrats are far more likely to live in counties where the virus has ravaged the community, while Republicans are more likely to live in counties that have been relatively unscathed by the illness, though they are paying an economic price. Counties won by President Trump in 2016 have reported just 27 percent of the virus infections and 21 percent of the deaths — even though 45 percent of Americans live in these communities, a New York Times analysis has found.

The very real difference in death rates has helped fuel deep disagreement over the dangers of the pandemic and how the country should proceed. Right-wing media, which moved swiftly from downplaying the severity of the crisis to calling it a Democratic plot to bring down the president, has exacerbated the rift. And even as the nation’s top medical experts note the danger of easing restrictions, communities across the country are doing so, creating a patchwork of regulations, often along ideological lines.

Why has the virus slammed some parts of the country so much harder than others? Part of the answer is population density. Nearly a third of Americans live in one of the 100 most densely populated counties in the United States — urban communities and adjacent suburbs — and it is there the virus has taken its greatest toll, with an infection rate three times as high as the rest of the nation and a death rate four times as high.

In a country deeply segregated along racial, religious and economic lines, density also aligns with political divisions: Urban America tilts heavily blue. In the 2016 presidential election, Mr. Trump’s vote share increased as population density fell in almost every state.

But the divide in infections has been exacerbated by the path the virus has taken through the nation, which is not always connected to density. In some parts of red America, cities have been virtually unscathed and the sparsely populated outlying areas have been hardest hit. Researchers have also found links between the virus’s effects and age, race and the weather, and have noted that some of the densest cities globally have not been hit as hard.

If seeing is believing, the infection has simply come to some areas of the country on a far different scale than others. As of Friday, Alabama had experienced 11 deaths per 100,000 residents and New Jersey had lost 122 per 100,000. Both states have had a huge spike in unemployment claims.

A propos de l’efficacité des dérivés de la chloroquine dans la prise en charge des infections à COVID19, nous avons été interpellés par les discordances majeures entre les résultats des différentes études publiées et notre expérience à l’IHU où 7800 ECG ont été réalisés chez 4000 malades. Afin de comprendre quels éléments pouvaient conduire à des résultats contradictoires, nous avons comparé les résultats des études réalisées par des cliniciens (monde réel) et celles réalisées par des analystes de base de données (monde virtuel du « Big data » – Figure 1, Supp Table). Les études cliniques utilisaient un protocole standardisé de traitement mentionnant dans les méthodes l’évaluation des contre-indications, la posologie quotidienne, les mesures adjuvantes et la durée du traitement avec au moins 48 h de traitement avant de pouvoir évaluer l’objectif. Par exemple, l’évaluation de la kaliémie et de l’électrocardiogramme est capitale avant la mise sous traitement, notamment quand le dérivé de la chloroquine est associée à l’azithromycine (Million, 2020). Dans le même temps, nous avons observé que les études virtuelles de « big data » ne mentionnaient pas ces éléments et considéraient de façon binaire la présence dans les dossiers électroniques de la prescription de chloroquine. Evidemment, le nombre de patients inclus dans les analyses de bases de données était très largement supérieur à celui inclus dans les études cliniques, car ces bases sont constituées à partir de milliers d’ « electronic medical file » (EMF). Comme nous l’avons déjà mentionné par le passé (Million, 2019), ce type d’étude a une puissance statistique colossale mais elles sont limitées par une inexactitude clinique qui rend leurs conclusions difficiles à croire. Dans la figure jointe, nous avons été surpris de constater que 5/5 études de big data concluaient à une inefficacité de la chloroquine et de ses dérivés. Utiliser le big data était significativement associé à des résultats concluant à une absence d’efficacité des dérivés de la chloroquine (p < .05).

L’une de ces études, publiée dans le Lancet, identifiait même une toxicité des dérivés de la chloroquine avec une mortalité multipliée par 3, et une toxicité cardiaque conduisant à une tachycardie ventriculaire chez 8% des patients (Mehra, 2020). Ici à l’IHU, nous avons traité et suivi nous-mêmes plus de 3500 patients par bithérapie (hydroxychloroquine + azithromycine) avec un protocole très détaillé (Million, 2020), nous n’avons jamais observé de mortalité et de toxicité cardiaque compatible avec les données rapportées dans cette étude s’appuyant sur des registres de dossiers de patients (Million, 2020). Sur plus de 1000 patients infectés non sélectionnés de tous âges traités par hydroxychloroquine + azithromycine selon un protocole thérapeutique standardisé détaillé (Million, 2020), 8 morts (74 à 95 ans) ont été identifiés (8/1061) avec 0% de mortalité avant 70 ans (0/995 – intervalle de confiance à 95% selon Wilson 0 – 3.73%) et une mortalité de 12% (8/66 – CI95% 6.3 – 22.1) chez ceux de 70 ans et plus. Aucune tachycardie ventriculaire de novo n’a été observée. Ces résultats ne sont pas compatibles (p<10-7) avec ceux rapporté par analyse d’une base de données récente (mortalité tous âges confondus, 1479/6221 – 23.8% – IC95% 22.7 à 24.8) (Mehra, 2020).

Nous communiquons aujourd’hui cette analyse très préliminaire pour permettre à chacun de juger avec les éléments qui semblent pertinents puisque, dans la vie réelle, nous ne traitons pas des bases de données mais des humains. Sans négliger le potentiel théorique du big data, il est temps de remettre l’expertise clinique au centre de la recherche médicale pour soigner de vraies personnes.

As we have mentioned in the past (Million, 2019),this type of study has colossal statistical power but they are limited by a clinical inaccuracy which makes their conclusions difficult to believe. In the attached figure, we were surprised to find that 5/5 big data studies concluded that chloroquine and its derivatives were ineffective. Using big data was significantly associated with results concluding that the chloroquine derivatives were ineffective (p <.05).

One of these studies, published in the Lancet,even identified a toxicity of chloroquine derivatives with a mortality multiplied by 3, and a cardiac toxicity leading to ventricular tachycardia in 8% of patients (Mehra, 2020). Here at the IHU, we have treated and followed more than 3,500 patients ourselves by dual therapy (hydroxychloroquine + azithromycin) with a very detailed protocol (Million, 2020), we have never observed mortality and cardiac toxicity compatible with the data reported in this study based on patient record registers (Million, 2020). On more than 1000 unselected infected patients of all ages treated with hydroxychloroquine + azithromycin according to a detailed standardized therapeutic protocol (Million, 2020),8 deaths (74 to 95 years) were identified (8/1061) with 0% mortality before 70 years (0/995 - 95% confidence interval according to Wilson 0 - 3.73%) and a mortality of 12% (8 / 66 - CI95% 6.3 - 22.1) in those aged 70 and over. No ventricular tachycardiade novo was observed. Hungary Says It Will Defend Its Borders and Keep Border Fence Despite EU Court Ruling

The Hungarian Defense Ministry said both the armed forces and Hungarian government would do all they could to defend the country's border and maintain its border fence despite a new ruling from the European Court of Justice that Hungary illegally detained asylum seekers in transit zones.

The statement from Hungary comes at a time when the vital Western Balkans route has seen a sharp increase in crossing from illegal migrants. Despite a sharp fall in April due to the border closures prompted by the coronavirus pandemic, illegal border crossings in the Western Balkans rose by 60 percent in the first four months of the year compared with the same period of 2019, the European Border and Coast Guard Agency Frontex said in its April migration update.

"There were fewer than 100 detections of illegal border crossings recorded on this route in April, down 94% from the previous month. However, in the first four months, the number of illegal border crossings increased by 60% from the same period of last year to nearly 6,000," the Frontex report wrote.

Hungarian State Secretary of the Defense Ministry Szilárd Németh said on Sunday at the Röszke border crossing with Serbia that with the national lockdowns coming to an end, Hungary will again face increased pressure from illegal immigrants. He was speaking at the transit zone which served as the focus of the European Court of Justice (ECJ)'s ruling last week that Hungary illegally held asylum seekers there.

He reiterated the Hungarian position that the ruling intends to force Hungary to stop defending its border with a fence and allow immigrants into the country.He said that the country would do all its power to continue defending its borders.

"The Fidesz-KDNP parliamentary majority and the government will do everything in its power to maintain the [border] fence, live military and police patrols and keep the transit zones operational," Németh said.

In its update of the weekend's events, Hungarian police said officers apprehended 151 illegal immigrants and transported them back to the countries they came from as well as further 37 that have been prevented from crossing the Serbian border into Hungary.

Basically, Mike [Flynn] would be the one that would drive the policy out of the White House, but essentially we would help to curate the different agency or stakeholder alternatives to form a basis for decisions, and you would run the war because President Trump, you know, made a campaign pledge to destroy ISIS. We knew that was going to be a huge deal with whoever we selected to be Secretary of Defense, which turned out to be Jim Mattis. But that was number one.

Number two was to find out who all the Obama detailees were and basically get rid of them; and get our people in there. Mike was going to do that. Number three was to begin getting all the documentation on President Obama’s “Pivot to Asia.” It was pretty evident to me that President Obama got it; that we were too CENTCOM [United States Central Command] oriented. We were too tied into the Middle East. And although obviously that’s important, it pales in comparison [to China]. In fact, it’s just a theater of the great existential war with the Chinese Communist Party.

We had to see, why did he [President Obama] think that? And what was done? I think we had forward-deployed a marine brigade in Brisbane, Australia. And in fact, I think it was in September of 2014 or 2015, Xi [Jinping] came for a formal visit that [then Vice President] Biden had been the negotiator on, and they signed a document that was supposed to stop cyber intrusions into businesses and to stop the militarization in the South China Sea, both of which were key points. But the Chinese did it at an even more accelerated level afterwards. So we had to get all the documentation first for the “Pivot to Asia,” and to make sure that building the China team was his top priority. And General Flynn was 100 percent [in agreement] with that. He and I talked about it during the [2016 presidential] campaign. He fully agreed. And this is the beginning of the selection of superstars, like [now deputy National Security Advisor] Matt Pottinger, Michael Pillsbury [a former government official who President Trump has called an authority on China] and Peter Navarro. And others came into the administration, like General [Robert] Spalding. That all started with those early meetings with General Flynn.

“The Republican Jewish Coalition is withdrawing its support from four incumbent Republican House members after they voted against the bipartisan Never Again Education Act, legislation to authorize new funding to help schools teach students about the Holocaust and antisemitism.

Jodey Arrington (R-TX), Thomas Massie (R-KY), Ralph Norman (R-SC), Tom Rice (R-SC) and Justin Amash (I-MI) were the only members of Congress who voted against the bill. In a press release, Norman cited his “views on the role of the federal government and its lack of fiscal restraint” as the reason for his vote.

Visits by FBI Inspections Division Can Have Real Consequences — Heads Often Roll

(Part 1 of 3)

The announcement on Friday that FBI Dir. Christopher Wray has ordered the FBI Inspections Division to look into the FBI’s activity in the investigation of General Michael Flynn was met with quite a bit of skepticism and cynicism. I made some efforts on Twitter to convince readers that, within the FBI, the Inspections Division is taken seriously, and their arrival at a particular field office is normally a circumstance filled with dread.

Based on my own discussions with FBI agents over the years, the general sentiment from the “rank and file” in the offices subjected to inspections is that they believe the inspection team shows up knowing that certain people have been targeted for “scrutiny”, and that a visit from the Inspections Division is really to “collect some scalps”.

I think a bit of background on how inspections in the FBI are conducted might help readers understand why I have this view. I welcome various former FBI agents who follow my writing here and on Twitter to weigh in with their views and experiences since they have all been subjected to this process more than once in a 20+ year career. Inspections of Field Offices are usually scheduled on a rotation, and happen every 3-4 years for each Field Office, although unscheduled and out-of-cycle inspections do happen with some regularity. Dir. Wray’s announcement is an example of the latter.

It’s important to understand who the Inspectors are, why they are part of the team, and their own motivations for being aggressive in their search for malfeasance. While there is an “Inspection Division” at FBI HQ, and the “Leaders” of Inspection Teams work out of that office, the bulk of the actual Inspectors are supervisory personnel from other Field Offices around the country and from FBI HQ. Depending on the size of the office undergoing the inspection, the number of Inspectors can range anywhere from 20 to 100, and the process can take anywhere from 10 days to two weeks (except in the cases of Miami, San Diego, Las Vegas, and Honolulu, in which case the end date of the inspection is always TBD, but not prior to the day after the end of a three-day holiday weekend, Christmas vacation, or Spring Break. Anchorage gets the same treatment but only in the summer months).

And, as important as the size of the Inspection Team is, the fact is that being part of “Inspections” is a requirement for every FBI Supervisor who wishes to be promoted to the next level up in FBI management. There are requirements in terms of the number of inspections a supervisor must participate in before being eligible for promotion to the next level. The one I’m most confident of is that a “Supervisory Special Agent” (SSA) — or Squad Supervisor — must participate in three inspections before he/she will be considered for promotion to Assistant Special Agent in Charge (ASAC). So it is quite common for newly minted SSAs to immediately begin volunteering for “Inspection Duty” where they can be picked to travel to another Field Office for the purposes of conducting an inspection.

Further, members of the Inspection team are generally “motivated” to find problems. A supervisor who participates in an inspection, but fails to identify problems in need of correction might be considered to be insufficiently attuned to spotting operational deficiencies. The failure to find such problems as part of an inspection can be seen as an unfavorable attribute when the supervisor is considered for promotion — if he/she was unable to spot problems and correct them as an inspector, why would he/she be a good candidate to spot problems and correct them as a supervisor at the next level? So, the “bias” of an Inspector tends towards finding problems during the course of the inspection — not giving everyone a “clean bill of health.”

From an “objective” point of view, the role of the Inspectors might be described as looking over operations of the Field Office in order to confirm that all FBI policies and regulations are being complied with, and what better practices and habits might be suggested. From a “subjective” point of view, the more common perspective is that the Inspectors arrive aware of problems based on previous reporting, and the purpose of the inspection is simply to document the misconduct and “bag” those responsible. The announcement of an inspection into the Flynn investigation sure sounds like the latter.

Why do I say that? Because in the modern Bureau with all electronic databases, before they even arrive on scene, the Inspection Team have had full access to all the records of the case file(s) that are going to undergo scrutiny. They don’t arrive on the scene with an empty notebook, read through the case file, and document what they discover. They arrive on the scene already armed with evidence of the likely misconduct that is the reason they were sent there.

The Inspection Team will have ALL that information — A to Z — before they land and start reviewing the case. They will conduct interviews of EVERYONE who had any contact with the file — supervisors, agents, analysts, and staff. They will ask questions about every decision made, every action taken, and every decision to not take action. After 2-3 days, the Inspection Team leaders will begin assembling their report from the early interviews, and the draft of the report will be discussed with the Inspection Team. Based on preliminary findings, further inspection might be undertaken. This is a laborious process that requires the gathering of a significant amount of information in a short period of time, and aggregation of that information into a report that can be produced to the Director for consideration and action.

So, why shouldn’t folks be cynical and conclude this is too little, too late, and nothing more than an attempt by Dir. Wray to “whitewash” the conduct of FBI officials in the Flynn investigation by sweeping it under the rug?

First, given the ongoing nature of the Special Counsel investigation until March of 2019, it would have been difficult for Dir. Wray to announce an investigation of the FBI’s conduct of that investigation given the “independence” of the Special Counsel’s office under DOJ regulations.

Second, when Attorney General Barr tasked U.S. Attorney John Durham with looking into the origins of the Crossfire Hurricane investigation — and part of the focus of that investigation involved the investigation of Gen. Flynn — it would have been ill-advised to have the FBI Inspections Division initiate its own investigation of FBI conduct at the same time U.S. Attorney Durham was conducting a criminal investigation that involved many of the same people. There was already an IG investigation underway on the narrow issue of the FISA applications, whereas Durham’s investigation is thought to be much broader. Having a third parallel investigation conducted by the FBI Inspection Division, where the same people would be interviewed or targeted yet again is simply not a wise idea. In that situation, the administrative review is always going to wait for the criminal investigation to be completed. AG Barr has made frequent references recently to the Durham probe coming to the end of its investigative phase, and the timing of Dr. Wray’s announcement may be tied to that fact.

Finally, the recent disclosures with regard to information in the FBI and/or SCO’s files about documents bearing on FBI conduct that were never produced as part of the case against Gen. Flynn raise serious questions about compliance by FBI agents with their obligations in criminal cases. While it has been reported that Dir. Wray opposed disclosure of the records to Gen. Flynn and his counsel based on his disagreement that they constituted “Brady” material, that does not mean that he has been aware that those records existed. It may be the case that the discovery of those records — likely in the SCO’s file — by U.S. Attorney Jensen came as a surprise to Dir. Wray. This discovery might have been the impetus for his decision to subject the FBI’s conduct in the Flynn investigation to an inspection.

But the broader review of FBI conduct, of which the Flynn investigation is just one component, reveals a series of public relations fiascoes over the past several years. Dir. Wray understands better than anyone that the Bureau cannot regain the trust of the public unless it gets its own house in order in a very public way. It cannot rely on a criminal investigation that may or may not find crimes that can be prosecuted. To regain the public’s trust, the Bureau has to “clean house”. In some measure, that has been accomplished. There is a long list of names of “former” FBI officials, and not all of them left as a result of voluntary retirement. But it’s quite likely that there is more to be accomplished in that regard.

But as important as regaining the public trust – and maybe more important to Wray’s success as FBI Director – is the need for Wray to communicate to the rank and file agents through his actions that the rules and procedures they are expected to live by apply to individuals in management and supervisory roles as well.

A Special Agent who conducts a subject interview without having a properly predicated and approved basis for doing so is subject to disciplinary action – including possible termination. These are “black letter” rules that working squad agents are held to, and failure to comply can cost them their careers. So when an SSA like Joe Pientka and a Deputy Assistant Director of Counterintelligence like Peter Strzok venture out to conduct an interview of the National Security Advisor on the basis of an “iffy” predication of a possibly-still-open-but-maybe-closed counterintelligence investigation, and nothing happens to them because they are “management” – that is hard for the working agents to accept.

And it does not matter that the Director or Deputy Director tasked them to do the interview. The rules apply to everyone, or they apply to no one. It’s up to Wray to make it clear to Special Agents across the country which one of those is true.

Also revealed in the trove of documents the NSA posted is the origin of Israel’s oft-repeated credo that it would not be the first to introduce nuclear weapons — a deliberately ambiguous statement that left Israel room to develop the weapons, but not arm them.

Shimon Peres, then the deputy defense minister who later would lead the country as prime minister for two stints and then become president, improvised the statement when he was surprised by Kennedy during a meeting Peres had scheduled with Kennedy’s adviser, Myer Feldman, who also functioned as the administration’s liaison to Israel and the U.S. Jewish community. Unbeknownst to Peres, Kennedy and Feldman had planned the “surprise” encounter.

According to a Hebrew-language Foreign Ministry of Israel account of the April 2 meeting, Kennedy asked Peres into the Oval Office for 30 minutes and questioned him on Israel’s nuclear capacity.

“You know that we follow very closely the discovery of any nuclear development in the region,” Kennedy said. “This could create a very dangerous situation. For this reason, we monitor your nuclear effort. What could you tell me about this?”

Peres improvised, “I can tell you most clearly that we will not introduce nuclear weapons to the region, and certainly we will not be the first.”
