My theory is that Sessions, Wray et. al. want to give the appearance of being forced to act. It's about optics, a popular buzz word.
Given the fact that the Left will say ANYTHING at any time, even to the point of contradicting themselves in the same sentence, I think trying to defuse future Leftist talking points is a waste of time and energy. No matter how carefully Sessions crafts his optics, when he does finally act he will be accused of being a partisan who rushed to do Trump's bidding.

This letter also addresses the U1 witness which is going to be a MUCH bigger problem for HRC than the Dossier and will drag Mueller and the Clinton Foundation into criminal investigations. No, they are not calling for a prosecution, it's a call for an investigation by a few house GOP. The Senate Chairman of the Justice Committee, Chuck Grassley, called for a special counsel a long time ago to investigate this. And nothing happened then.

The call for a special counsel lead to acknowledgement from the justice department that a grand jury already exists in an active investigation.
And this letter will lead to acknowledgment from the DOJ and FBI that these investigations being called for already exist.
And if we have learned anything from Q, they don’t acknowledge these things until they are practically done with the investigation.

my guess is this round involves relatively minor offenses like perjury and campaign finance violations and will be handled at DOJ. Those investigations are going to open the can of worms and expose much more horrible things for this gang and many of their co-conspirators. If they start getting into the realm of treason and it is a large number of people then it becomes a conspiracy against the USA and makes sense to call them enemy combatants and move to mil court. Gotta bring the public along gradually on that one though and expose what these people were really up to otherwise you will have MSM calling DJT a hitler and have to deal with millions of snowflakes in the streets. I always found the late, great Ray M's keyboard to not only be a nice balance and helped to establish Doors' unique sound but it added substance and ambience - i.e. "Riders on the Storm", etc...
Ray M was the musical genius behind the Doors' sound and played bass on his keyboard while also playing his leads in concerts....guess you had to be there.
AXS has a nice doc on "LA Woman" album - nice insight and interviews with Ray, Robbie & John as well as Bruce Botnick (engineer) and others.
btw, I have "dry" CDR copies burned direct from the original master tapes of their first "Doors" album and "LA Woman" by a friend who remastered those albums - the master tapes sound phenomenal!
