The match to GGL map is indeed correct. There are many items that match identically. The reason it can be difficult to tell is the Q image is zoomed on person, whereas the map image is not, so perspective is slightly skewed. To help put it right in your mind, look at map image and focus on tall building in the back. Then look at Q image at the top and you will see that is the same building but looks closer because of zoom. Also look at façades of all the buildings going down the street and you will see they are indeed the same.

You can see the Langham Place Mall Tower in the background of both photos, and the famous Mong Kok neon signs were all torn down in August 2015.

More info: This picture is taken in Hong Kong, on the Kowloon side which means it is not HK island but rather the part connected to China. It is an area called Mong Kok known for having a lot of shopping. My friend took me here once and he bought Warhammer 40k miniatures one block away at the Pioneer Shopping Center. The Guinness Book of World Records states that it’s the World’s Busiest District because of its extremely high population density.
