Ex-Pope Benedict failed to take action against clerics accused of four cases of sex abuse while he was Archbishop of Munich, a new report has claimed.

The 94-year-old, who served as Pope between 2005 and 2013, now stands accused of misconduct in those cases - a finding that is sure to inflame a scandal already engulfing the church.

Lawyers for German firm Westpfahl Spilker Wastl, who were tasked with compiling the report, say Benedict 'claims ignorance' of his wrongdoing 'even though, in our opinion, that is difficult to reconcile with the documentation.'

The report also found fault with the current Archbishop of Munich, Cardinal Reinhard Marx in two further cases.

Benedict has previously denied wrongdoing.

The key Crimean port city of Sevastopol, which houses Russia's Black Sea Fleet, has voted to join Russia effective immediately and break all links with Ukraine.

The declaration by the city's council came after the Crimean parliament voted to become part of Russia and announced it would hold a referendum in 10 days to allow voters to decide on the measure.

Crimean authorities say the parliament's decision is already in force, with deputy prime minister Rustam Temurgaliyev demanding that Ukrainian forces in the territory either surrender or leave, or else be treated as occupiers.

"The only legitimate armed units on the territory of Crimea are the armed forces of Russia," he said.

Russian forces have been in effective control of Crimea since Russia's president Vladimir Putin won senators' authorisation last weekend to use force against Ukraine in response to the ouster of its pro-Kremlin president Viktor Yanukovych.

If Moscow agrees to the Crimean parliament's move to join Russia, then the final decision will be made on March 16 when Crimeans vote on whether the predominantly Russian-speaking peninsula of 2 million people should switch over to Kremlin rule.

Putin's show of power pays off

Regardless of the outcome in the Ukraine, Putin has positioned himself as an influential foreign policy actor and the US will not be able to ignore him, writes Amin Saikal on The Drum.

The referendum question will be simple: do Crimea's citizens want to join Russia or remain part of Ukraine?

The new, pro-Western government in Kiev has described the move to hold a referendum as unconstitutional.

"It is not a referendum, it is a farce, a fake and a crime against the state which is organised by the Russian Federation's military," Ukraine's acting president, Oleksandr Turchynov, said in the country's capital Kiev.

The Sevastopol council, meantime, said in a statement posted on its website that it had taken a decision "to affiliate itself with the Russian Federation as a subject of the Russian Federation".

The city legislature also said it fully backed the Crimean parliament's decision to hold the local referendum.
